Our Competitive Future and Our Workforce

David Boulay, President

The skills gap is one of the greatest challenges facing manufacturers today. This presentation will share a perspective of why we face this challenge and how we can act both within our companies and together as an industry.

Dr. David Boulay is President of the Illinois Manufacturing Excellence Center (IMEC), a public-private partnership with the mission to be a catalyst for transforming the state of manufacturing. In this role, Boulay focuses his passion at the intersection between economic development, workforce development, and manufacturing competitiveness. With over thirty years’ experience in manufacturing, university, and non-profit settings, he brings a broad understanding to his work. 

Boulay holds a Ph.D in Workforce Development and Education, an M.B.A., and a B.S. in Operations Management. In pursuing his Ph.D., David concentrated his research in two areas; career pathway models and high performance work practices in small and mid-sized enterprises. 

Boulay brings a diverse blend of expertise in performance management, small business development, and organizational growth strategies. He created and implemented several initiatives to increase the flow of state and federal funding to manufacturers for projects to improve energy efficiency, update worker skills, and help smaller manufacturers adopt new technology and business practices.
